does netid always have to be updated (SunOS4.0 yp map)?

When updating an arbitrary yp map on a yp master via:

	cd /var/yp
	make

The netid map always seems to get updated.  Looks gratuitious to me.  Is
this a minor bug in /var/yp/Makefile?

[[ Yes, I believe that it is a bug.  And since the amount of time it takes
is directly proportional to the length of /etc/passwd AND /etc/hosts, it's
