How to get a SunView panel to update after a change has been made

I am using a SunView panel as a sort of graphical menu panel which changes
its contents depending on what the user is doing.  I am having a bit of
trouble with it when I add items; the added items don't show up until the
area has some external event act on it (like another window obscuring and
then uncovering it.  Since the changes in the panel may be caused by user
action in other parts of the interface outside the panel, writing a event
handler to handle the panel events won't help me.

Should the adding and deleting of buttons to a panel cause an automatic
refresh?  If not, how can I force a refresh of the panel after changing
it?
