New Features:
                           Public and Private SIGS


Each SIG has its own message and file base. This is in addition to the
GENERAL message and file bases.

A public SIG is one that any user, if his privilege level is high enough, can
join; however, the private SIGS are invitation only. That is, the user must
already be previously registered by the System Adminstrator to enter this
SIG. This is extremely handy if you have groups that want their own
mini-section.
