3B2/400 -> codex 2233 2400 baud modem questions

I'm having some problems talking to a codex 2233 modem from the 3B2 using
System V.  Could someone enlighten me on modem settings or uucp type stuff
(I'm a relative novice with unix but can handle the task if it's briefly
described).  I'm able to repeatedly dial in to the modem and carry on
normal sessions but can not cu.  I beleive that if I powerdown and then
re-boot I can access the modem once but after that, again, it's all over
for cu.  If I cu -d (phone #), I time out three times and then fail with a
DEIVCE NOT AVAILABLE.  The modem is good and the port is good.  Any
insight?  Thanks.
