Inactive second processor on VAX 8350

At Kalamazoo College, administrative computing is being done on a VAX
8350 running Ultrix.  Response time is terrible:  the system appears to
be cpu-bound, but the second processor is seldom being used.  Is anyone
running an 8350 under Ultrix and having success in using that second
processor?  I'd very much appreciate any suggestions for improving
performance.  After the end of March, please respond to me at:
