Black Box

We are trying to increase security for our computer center.  Some time
ago I recall seeing somewhere a "black box" placed between a modem and
the rs-232 port that would implement additional security by requiring
entry of a password before ever allowing entry to the computer's 
security password system.  If an incorrect password was given, the box
would required a 30 second or greater delay before accepting another
password attempt.  

Does anyone know of current sources for such equipment, aside from modems
that have such functionality "built in" ?

As a second possible solution, can such a delay "after bad password" be 
implemented in getty ?
