uuxqt and LCK.XQT - what is the relationship?

What is the relationship between uuxqt and /usr/spool/uucp/LCK.XQT? Our
system currently shows a LCK.XQT file which contains the pid of a
running uuxqt. However, there are 2 or three _other_ uuxqt's also
running. If the lock file isn't there to prevent this from happening,
what's the point of having a lock file?
