Keyboard Mapping and Tip

Can some kind soul tell me where tip gets its keyboard mapping. I'm
using it to log onto an IBM mainframe with considerable frustration.
I've tried redefining things in my termcap file with zero success.
Related question: Who decides that F1 will be Caps Lock? Eventually
I'll be hooked up to ethernet and using TN3270 instead of tip. I'm
told that the tn3270 mapping is ok except that no one here has figured
out how to remap F1.
