timezone query, SysV vs BSD

Could someone be so kind as to explain the differences between BSD
time C funcions and SysV?  I am trying to port some BSD code and I
need a better understanding of how BSD works in relationship to SysV.

For instance, timezone is an extern long hold diff between gmt and
your timezone in SysV, but in BSD there is apparently a function
timezone().  What do I do to the BSD code to make it work in SysV?
