Reserving Space on Disk - Enough already

The actual underlying problem, that you can't pre-allocate space on disk
for a file, is a real wizard-type problem. What sort of interface would
you use to do this on UNIX? A "mkfile" system call, or a fcntl that says
"allocate all blocks... don't leave holes"?
