ugly silly who(1) bug in AT&T V/386 3.2.2

I reported it to AT&T in 1986 on the 3B2 SysVr3.1 and have in my
files a "closed problem report" to confirm this.  And no, they
didn't fix it there either.
Consider this yet another example of the reason that AT&T's computer
operation is in it's current position.
