Wrong. ISC can go to AT&T and say "Please give us permission to
violate the licensing agreement and post this fix." Then AT&T can
decide if they want to "do the right thing" and let it be posted, or
if they are so interested in protecting themselves that they would
rather see a lot of other people get hurt. I would hope that AT&T
would have at least some moral sense.
