Curtis,
	Check the way the system is incrementing u.u_stime in clock.c. It
may be that USG 5 doesn't disriminate between kernel mode activity and
idling (pc == waitloc, where waitloc is a location in idle()). If you want
actual activity noted, it should only increment u.u_stime when pc != waitloc.
