Try:
.SUFFIXES: .qc
.qc:
cat $< > $(?:.qc=.c)
$(CC) $(CFLAGS) -o $@ $(?:.qc=.c)
@rm $(?:.qc=.c)
and you won't need to specify any dependencies. Just:
$ make mtest
cat mtest.qc > mtest.c
cc -O -o mtest mtest.c
