How can we make UNIX drop the line on logout?

You know the problem: using a dial-up or network (e.g. sytek) line, start a job
in the background (or log on to a line with someone else's job left running),
then logout and observe that UNIX does not drop your line, but instead gives
you a login: prompt. (We're running 4.2 but I understand that this is a
generic UNIX problem.)
Someone (somewhere) must have fixed this. Any fixes, hints or suggestions
sent by mail will be gratefully accepted.
