setting per user ulimit

Does anyone know of a good way to set a per user ulimit (usually up).
For some administrative logins this would be nice; for certain logins
(uucp) this is a must.  I realize that I'll probably end up hacking login
to interpret some info in the GCOS field of the password file, but I thought
someone might have some simpler/portable way of doing this.
