Is track(1) available?

There was a paper presented at this year's Usenix conference in Atlanta
called "When Distributed File Systems Aren't Enough: Automatic Software
Distribution Revisited" by Daniel Nachbar.

It described a command called track that could be used
to manage file updates in a networked environment.  There was no address
(USmail or net) for the author on the paper.  Does anyone know if this 
software is available yet?  It sounds as though it would be ideal for
our situation.
