again.  GNU-style full openness is preferable to two lockouts.

Before anyone says "can't happen":  ask yourself "what is mtXinu?"  That's
right... it's been done before.  It WILL be done if AT&T and/or the OSF
don't keep their mercenary tendencies in check.
