TLI broadcast capability???

I am developing a daemon process that will execute on all
hosts in a network. I need to have a functionality that any
daemon can broadcast to all other like daemons on the net. 
All daemons would receive the message, and only those with
the data would answer.

Does anyone know how to do this in TLI?
