wrong addresses

Every so often when I try to reply to an article
that was sent via the ARPANET, the address, which should be
a!b!c at d is sent as e!c!b!a at d, i.e., the uucp string to my
machine is reversed, with my machine at the end of the uucp
string. Is this because some sites incorrectly handle uucp
addressing? I don't think it is our machine, since we
get most of the addresses correctly. It happens on both
articles and mail.
This is very frustrating when trying to reply. What
is the cause of this?
