end of file when writing to the floppy

It seems that write(2) continues to succeed (advancing the file pointer
as returned by lseek(2)) even when writing well past the end of the disk.
Read(2) returns an end-of-file when it should.  Why is this?  I'm running
version 3.5 software.  This has destroyed the multi-volume feature of
gnu tar (unless I'm missing something).
