Cursor keys in vi during insert mode

We have a MIPS/CDC unix box here as well as a Sun 4/280. When using the
CDC unix box, vi has a nice feature that vi on the Sun doesn't appear to
have. During insert mode, the terminal cursor keys can be used to move
around in the text the same as during command mode. This doesn't work on
the Sun -- I have to press <ESC> to terminate insert mode otherwise the
cursor keys cause extraneous characters to be inserted into the document.
Is this normal for vi on the Sun or is there a way to configure things to
work the same was as on the CDC machine? I am using vt100 emulation in
telnet.
