The file "mtune" contains the default values and allowable ranges for some
system parameters, like ULIMIT. Use idtune(1) to change the parameters (within
the range specified by "mtune") in the file "stune" and then rebuild the
kernel. The new values will take affect *after* you have successfully rebuilt
the kernel and rebooted; not before.
You can also modify the user's ulimit in /etc/default/login
