If you can set it in $HOME/.profile, the system-wide ulimit
set by /etc/login/default should (and via mtune) was recognized
but a subsequent invocation set it lower... check out /etc/profile.
(Moreover: what's done by $HOME/.profile can be done in /etc/profile.)
